Overall Opinion: October CMS is a package similar to WordPress, in that it lets web developers create self-hosted websites. Like WordPress, developers can use plugins and themes as building blocks. While it is simple to use for those who have experience in building web sites, it is not for everyone. Specifically, it is not for end-users to create their own websites. Among its many powerful features is its interoperability with leading version control systems. It further has a components system that greatly improves the ease of creating pages. Other features include an easy to build administrative interface, a flat file website structure, a useful Ajax library built right into the software, and a file manager with support for CDNs and image manipulation. While October CMS is completely free to use, it is self-hosted, which means that it requires a hosting service to install the software on, and this service must be managed. Also, keep in mind that October CMS does not have the user base of WordPress, and all the community support it provides. Still, for those developing state-of-the-art websites, there is little reason not to consider using October CMS.
